It depends — and the rules are more nuanced than most people expect. Whether you can drive a minibus on your current licence comes down to when you passed your test, what you’re using the minibus for, and how many seats it has.

What counts as a minibus?

In the UK, a minibus is legally defined as a vehicle with between 9 and 16 passenger seats. If it has 8 passenger seats or fewer, it falls under a standard car (Category B) licence. If it has more than 16 passenger seats, it’s classified as a bus and requires a full Category D licence.

Can I drive a minibus on a car licence?

Possibly — but only under specific conditions. The rules differ depending on when you passed your driving test.

If you passed your test before 1 January 1997

You’ll likely have D1 entitlement already printed on your licence. This allows you to drive a minibus with up to 16 passenger seats, but only on a not-for-hire or reward basis — meaning passengers can’t pay for the journey, directly or indirectly.

Check your licence for the D1 category. If “101” appears next to it, this restriction applies.

If you passed your test on or after 1 January 1997

You do not automatically have D1 entitlement. To drive a minibus, you either need to apply for a D1 licence or meet all of the conditions below:

  • You’re aged 21 or over
  • You’ve held a full car licence for at least 2 years
  • You’re driving on a voluntary basis for a non-commercial body
  • The trip is for social purposes — not for hire or reward
  • The minibus is not towing a trailer
  • The maximum authorised mass (MAM) does not exceed 3,500kg (or 4,250kg for vehicles with specialist disabled passenger equipment)

If every one of those conditions is met, you can drive a minibus without a D1. Miss any one of them, and you’ll need the licence.

Can I drive a minibus for a charity or community group?

Yes — in many cases. If you’re a volunteer driver for a non-commercial body (such as a sports club, religious organisation, or community group), you may be able to drive under the conditions above without a D1.

However, if the organisation needs to charge passengers to cover running costs, they can apply for a Section 19 permit from the DVSA. This allows limited charges to be made without requiring the driver to hold a commercial licence, provided it’s a genuine non-profit arrangement.

Can I drive a minibus for hire or reward?

Not without a D1 licence. If passengers are paying for the journey — whether that’s a private hire trip, airport transfer, or school run — you need a full Category D1 licence as a minimum, plus a Public Service Vehicle (PSV) operator licence if you’re running a commercial service.

Driving for hire or reward without the correct licence and insurance is illegal and could result in prosecution, penalty points, and your insurance being invalidated.

What about driving a minibus under 21?

In most circumstances, you must be 21 or older to drive a minibus. There are a small number of exceptions for PCV licence holders under 21 — for example, driving a vehicle out of service without passengers, or on certain low-speed regular routes — but these are rare.

Does the MAM of the minibus matter?

Yes. Even if you meet all the other conditions, the vehicle’s maximum authorised mass (MAM) must not exceed 3,500kg. Many larger or fully-loaded minibuses exceed this, so it’s worth checking the vehicle’s weight rating before assuming you’re covered.

Do I need specialist insurance to drive a minibus?

Yes. A standard car insurance policy won’t cover a minibus. You’ll need dedicated minibus insurance, and the type of cover you need depends on how you’re using the vehicle — private use, community transport, or hire and reward all require different policies.
